Loud music in the middle of the night and people fighting at the neighbor

Kinsale Lane in Hyde Park is a public street. It is therefore unclear why the residents put their trash out on Milton Avenue instead of Kinsale Lane. The trash is left in the street not on the sidewalk. This has been going on since the residents moved into this new development. Also, the residents of Kinsale Lane put their yard waste bags out on Milton Avenue. If the yard waste is not picked up that week, they leave the yard waste bags in the street on Milton Avenue until the next time that yard waste is picked up.
