Ice on the house at 9 Payson Avenue is causing dangerous conditions. I advised the owner of this property that the gutter and downspout is clogged, by email in 2019, 2021, and twice in 2022. I emailed him again today. This happened in the old and snowy winter of 2015 and caused damage to my house when the ice broke off. It could also cause physical harm. This needs to be addressed immediately.
