With All These Out Of State Plates on Vehicles around Southie, Wouldn't that be considered Insurance Fraud? Are Plates suppose to be switched with in 30 days after moving to Mass? Multiple cars parked without permit stickers on a permit only street. City continues to do nothing even when contacted

This person always garages their car on the road and takes up parking spaces for residents. They cover the entire car because the inspection is past due, and they never move the car. The owners of the car don't even live on the street, so it is pretty inconvenient.
