Street Light blinking like crazy

If the MBTA is in violation of city code 11-6.23 by not repairing the huge potholes within 2 feet of the rails then why are you doing nothing about it? Or is it that statute, in this case MGL 84 Section 15, takes precedence over local code and the city wants to exhaust the 30 day window for filing a claim for damage by disclaiming liability out of ignorance of the law or in bad faith?

In Public Alley 402, on south side sidwalk, about 30 feet from Garrison St, against brick wall between the second and third windows)

There is a man who may be under the influence of alcohol who is stepping out into the street and approaching passersby. His speech is unintelligible. He is a white male with a beard if I remember correctly.

Dumpster has been on the street since mid December 2025. They had a permit originally for two weeks in December but nothing since then that is posted. It is taking up 2-3 street parking spots.

Please send someone to investigate what is going on at 21-23 Wyman Street 02130 in Jamaica Plain and to see whether the owner is operating an illegal rooming house or short term rental. Over the past many months, there have been a number of concerning incidents directly outside of the home, including used needles, individuals passed out, shopping carts on the sidewalk, and an individual standing naked on the roof screaming unintelligible things and requiring 911 to be called. In the past the owner, Dar Sandler, operated an illegal Airbnb from this address which ended in his "innkeeper" committing suicide using firearms he was keeping in the home while several guests of the airbnb were on site.
