Noise complaint. After hours construction with no overnight permit

Power is out for whole block near Washington and Cornell. There was an outage yesterday that ended, but it still shows up in Eversouce's system so they won't allow another outage report, even though this one is new. | Case (SR) Type: [Eversource/Power Outage] Referred To: [EVERSOURCE (NSTAR)]

Heavy rat activity in front of 50 Brainerd Rd, specifically in and around hole caused by uneven sidewalk in front of property. Suspected burrow. Please see attached photo for site of hole.

Other tenants loudly doing laundry between 11p-7a 5+ nights a week, machines directly below my bedroom. Currently suing the landlord, noise got worse after lawsuit started. Police called last week. Behavior continues.

I’m still confused why no one is willing to help us solve this loud noise issue at midnight. I am definitely certain that the noise exceeds the limited decibel even with the night permits.
