Trash bins blocking sidewalk again

Two overfilled dumpsters - not properly maintained or covered allowing the content to spill out and plow into abutting properties and the street. The street is constantly littered with because of these dumpsters creating multiple environmental issues. This negatively impacts residents in this area.
