Trash overflowing. Rats sighted

The owner of the absolute slum next door (10 Manley St in Dorchester) is not a Boston resident yet WEEKLY brings trash from his other slums and dumps it in this yard. See photos below. Additionally, there is copious amounts of trash in his yard as the yard is never landscaped. This house is an eyesore and this owner is a disgrace to this neighborhood. I resent that my tax dollars pay for his trash pickup and that he constantly leaves huge amounts of trash on his lawn. He needs to be reported, which I will start to do weekly, and fined until he treats this property with respect. It’s the most disgusting house on the street by far and his tenants don’t deserve this either. Thank you for your attention in this matter.
