Need a barrel sticker for yard waste

There are four street lamps out on our street with one broken globe and an LED light hanging from electric cord. It’s a fire hazard and safety hazard and is extraordinarily bright and lights up the entire building.

This car has been here for almost two weeks. While those with a handicapped placard are allowed to park in these spots, per Boston.gov “You also can’t abandon a car in an accessible parking spot (parking for more than 72 hours”. PLEASE TICKET. I beg of you.

Can this valet sign be removed or moved from it's location in the pictures. It is in front of Fogo de Chao. The sign is impeding cars from entering the left only lane. At times it creates traffic as well. It is also dangerous and reckless.
