Road work happening at 5am. Why is the city allowed to break its own noise ordinance?

A discarded mattress has been left at approximately 25 Howard St. on the sidewalk

Public Safety/ Fire Hazard/ Code Concern. Repeated after-hours commercial-style parties occurring inside a residential apartment building in Dorchester (02121). Events take place every Wednesday and Friday/Saturday nights, typically starting between 12–2am and continuing until 5–6am. Large crowds entering and exiting, loud amplified music with heavy bass vibrating through walls and floors. There appear to be bouncers controlling entry, indicating illegal commercial activity in a residential building. During these events, fire and/or smoke detectors appear to be deliberately blocked or disabled, and hallways/exits may be obstructed. This raises serious fire safety and overcrowding concerns in addition to being a chronic noise nuisance. Backdoor basement
