Cars parked in tow zone

This vehicle is blocking my driveway, and I am unable to enter or exit my own parking space. This is causing an urgent access issue. I am requesting that the vehicle be towed immediately and that a parking violation ticket be issued. Additionally, the vehicle does not have a valid resident permit parking sticker. Saw 4 rodents in the parking lot of 11 Embassy Rd. 2 of them were coming from the fence that is shared with Gyro City and ended up hiding underneath other cars in the lot. They are often seen scurrying to the trash cans in the lot and it is honestly infested. Rodents have chewed up my car wiring 3 times in 2 years in this lot. I parked my car far away because it has cost me over $2k in damage. Please help with these rodents. They are the worst before trash day (Tuesday and Wednesday nights).
