Large amount of trash and trash bags left on sidewalk. Not in bin

A dark-colored car is partially blocking my driveway, preventing proper entry. The front end of the vehicle is parked across the driveway entrance, near the curved portion of the driveway where the sidewalk ends. Entry to the driveway is only possible by reversing.
