Vehicles come everyday with no placard to park in handicap and I have no where to park Gray Co company truck lic# W39-323 when I call or report no one shows to tag

Hi Team, we live at 411 E 3rd Street in South Boston. Across the street from us is Emerson auto body. They have been increasing getting deliveries and dumpster pickups in the very early hours of the night. We realize there are noise ordinances for the neighborhood. For example this morning they had a dumpster pickups at 3:45 AM which is quite loud and takes 5-10 minutes for the truck.
