Road entrance still not plowed, difficult to make turn

My downstairs neighbor, Tobi Olaiwola, has dogs that bark at all hours. She is capable of controlling them, but does not do so consistently. The landlord has tried to get involved, but it has been years and they still bark. It is currently late at night and they are barking, and likely will all night. I am Tobi's upstairs neighbor. She lives at 88 Cedar Street, apartment 4. I hope to not be any more involved than I have to be. Thank you.
