Person is intimidating others so they don’t park in the two spots infront of of their handicap spot on Brooks st. They are leaving multiple notes stating that no one is supposed to to park in that whole section where two other cars fit. They are known to save those spots for their family members not allowing other people to park there! Misusing resources!!!! Rats in the basement and near the trash barrels at 173 West 2nd Street. Will report to landlord also. A rat jumped out of the trash barrel as I was moving it to the curb and ran down the steps into the basement. There is a large rodent hole in the steps.
