Neighbor continues to leave out trash and recycling bin after trash day. Please advise and cite for improper storage.

One of the sidewalk panels in front of my house in Roslindale has sunken below the rest and collects water, mud, and soil, to the point where plants grow in it. It tends to be a tripping hazard and makes it more difficult to clear snow in the winter. It's also a nuisance to have to step in mud every time I get in or out of my car when it rains. Can this be fixed? Thank you for your time.

All these cars parked illegally everyday! It tightens up the street, and is a hazard of EMS or Fire needs to get through for an emergency it’s a problem.

Would Boston's Disabilities Commission be ok with 4 weeks of 311 reports on this going unacknowledged and unaddressed?
