Missed yard waste pickup once again

There are two cars parked directly in front of my house that have been there for no fewer than three weeks. My parents are older and I would like access to the bottom of my stairs. I know it’s a city street, but the fact that these people come and park their car and then abandoned it is very very frustrating. One apparently works for Uber…regardless, I wish they would find somewhere else to park instead of a residential neighborhood. Please help.

These signs were posted less than 24 hours before this scheduled work, cars in these spots should not be towed. They were not there earlier this afternoon around 1pm.
