Construction trailer unloading equipment parked in the middle of the street of a 1way. Holding up traffic. I'm in commerical truck and I can not move forward or back up safely

Any idea why 1067 Ali’s Moving and Thrift Store in Hyde Park is using curbside collection for residential trash to put their trash out now every week (trash blows across the street and all over) when businesses are expected to use private haulers and follow separate commercial rules, not put business trash out with household barrels? Our community understanding is that Inspection Services has spoken to them more than once about this. They stopped for a while and then it resumes as there is often times trash all over the place on this corner and loitering and this business never cleans around the area as customers are constantly dropping slips of paper and trash all over the street when they leave out of the store.
