popping sounds similar to gun shots in alley leading to Viga in alley 245-275 Washington St, Boston

Parked in bike lane.

I live at 268 Humboldt Ave, Dorchester. My home is on the corner of Humboldt and Brookledge St. My driveway, located on Brookledge St. is being blocked by a SUV parked on the street. This makes it impossible for me to exit my driveway.

There is a high pitch noise in the street. When I went to investigate, I saw that this piece of the wires between the poles was detached. I don’t know if the two are connected, but with only one half holding this element to the wires, I am concerned for it falling. There are children who live and play right there. Street lamps are dim - the first 2 street lamps are very dim and barely light up anymore. Can the bulbs be replaced? The one on the corner works great

Two years ago Feeney Bros tore up our sidewalk and hardtopped it. They were supposed to return to put concrete in to make it look right. They’re ignoring my calls. Can you help?
